The Broken Arrow City Council as trustees of the Broken Arrow Economic Development Authority (BAEDA) authorized an economic development agreement between the City of Broken Arrow and Sunset at Broken Arrow, LLC, to bring a large-scale outdoor entertainment venue to the city’s southeast side. The agreement was approved during the Council’s public meeting on Oct. 3.

The public/private partnership includes a 12,500-seat capacity outdoor amphitheater for live, major musical acts on 13 acres near Events Park. Sunset at Broken Arrow, LLC is a subsidiary of Notes Live, one of the fastest-growing entertainment and hospitality companies in the United States. Sunset has committed a $70 million capital investment on the entertainment complex and a minimum of 45 scheduled events that are projected to generate nearly $4 million in city sales tax and $934,000 in ad valorem tax revenues annually. The estimated annual economic impact is $211 million.

Timeline

August 6, 2024 - Oklahoma Turnpike Authority approves a new connection from within Events Park to northbound Creek Turnpike. This new on ramp will provide another exit point from the park and enhance the flow of traffic leaving the area. Read more here.

May 22, 2024 - Public infrastructure improvements begin with the clearing of land for the construction of the new 43rd Street east of Rosewood Elementary School. When completed the roadway will serve as a point of ingress and egress for the Events Parks.

May 21, 2024 - City Council approves Guaranteed Maximum Price from Crossland Heavy Contractors, Inc. for the construction of the public infrastructure improvements.

March 5, 2024 – City agreed to sell 15.01 acres of land to Sunset at Broken Arrow, LLC for $577,314.62

March 5, 2024 – Planned Unit Development for the Sunset Amphitheater was approved by the council. The PUD included design statements, the noise assessment, traffic impact study (with conceptual maps of road improvements in the park), and more.

February 20, 2024 – Amendment to ordinance adding noises between the hours of 10 p.m. and 11 p.m., Sunday - Thursday for the Broken Arrow Events Park and amphitheater shall not be deemed violations of disturbing the peace.

February 8, 2024 – Planning Commission meeting including Public Hearing for Planned Unit Development and approval of use of the NSU parking lot.

February 6, 2024 –   City Council previews an amendment to the Broken Arrow noise ordinance for Events Park and the Sunset Amphitheater.

January 16, 2024 –  Public Hearing #2 about the possible creation of TIF # 5 and adoption of Ordinance No. 3816 which authorized the creation of the TIF district.

December 19, 2023 – Approval of Purchase and Sales agreement for 41.6 acres of property located along the north side of Broken Arrow Events Park.

December 14, 2023 – Planning Commission Meeting. Commission members recommended approval of TIF #5. 

December 7, 2023 – Tax Increment Finance (TIF) #5 Review Committee Meeting. The committee recommended approval.

October 3, 2023 – Council passed an amendment to the Kimley Horn agreement for $100,000 for design work for public infrastructure at Events Park. 

October 3, 2023 – BAEDA approved Economic Development Agreement with Sunset at Broken Arrow LLC.

September 19, 2023 –City Council passed an agreement with Kimley Horn to start the Topographic Survey and Geotechnical Investigation for Events Park.
