Vice Mayor Johnnie Parks has more than 40 years of volunteer service to the City of Broken Arrow.  Parks was first elected to the Broken Arrow City Council for Ward 1 and served from 1978 to 1994. 

He then served on the Broken Arrow Planning Commission from 1995 until 2011. And in April 2011, Parks was elected to the Council's At-Large position and subsequently reelected in 2015, 2019, and 2023.

Parks is a 1965 Broken Arrow High School graduate. He also graduated from Northern Oklahoma College in 1967, received a bachelor's degree in business from Oklahoma State University in 1969, and earned a master’s in Occupational and Adult Education from Oklahoma State University in 1999.  

Parks made a career in the construction industry as a plumbing contractor with his family-owned business Parks Plumbing, Inc. He sold his company in 1995 and began a career as an instructor in the state's Career Tech system.

For 10 years, he taught incarcerated men and women the fundamentals of the construction trade for the Skills Centers Division of the Oklahoma State Career Tech. He was also a Construction Instructor for the Tri-County Technology Center in Bartlesville for 13 years. After a 23-year career in teaching, Parks retired in 2017.

  • U.S. Army, assigned to The Old Guard as a member of the Honor Guard Company as a Casket Bearer at Arlington National Cemetery with an Honorable Discharge in 1975

  • Commission for Education Quality and Accountability (CEQA) appointed by the Governor. (April 2014 - June 1, 2017)

Parks and his wife of 55 years, Myrna (Wair), are lifelong residents of Broken Arrow. They have three sons, two grandsons, and one granddaughter. They have been lifetime members of Methodist Churches in Broken Arrow and Tulsa.
