Build Our Future BA GO BOND

October 2, 2018

The City of Broken Arrow has authorized but unsold bond funds related to projects approved by the citizens of Broken Arrow in August 2014 and August 2018 in the amount of $221,910,000.

Staff is recommending the sale of $10,860,000 in bonds authorized in 2014 and the sale of $12,500,000 in bonds authorized in 2018 for the projects shown on the attached exhibits.

The sale of these bonds in these amounts will allow the City to complete the sale of the 2014 GO bonds and begin the planned sales of the 2018 GO bonds. The sale date will be set at the October 16, 2018 Council meeting and the sale awarded at a November 2018 Council meeting with the closing on the bonds to take place at the end of December 2018.

On Aug. 28, 2018, Broken Arrow residents approved all six propositions. The complete package totals approximately $210 million:

  • Proposition 1: Transportation (74 percent approved)
    • $142.625 million
  • Proposition 2: Public Safety (71 percent approved)
    • $20.35 million
  • Proposition 3: Parks and Recreation (68 percent approved)
    • $17.75 million
  • Proposition 4: Public Facilities (62 percent approved)
    • $16.8 million
  • Proposition 5: Stormwater (75 percent approved)
    • $7.5 million
  • Proposition 6: Drainage (73 percent approved)
    • $5.5 million

The final project list was submitted to the City Council during a special meeting held May 8, after a long process that included a survey of the public in the fall of 2017, three preliminary public input meetings in late February 2018 and a final public input meeting on April 23.

A total of 88 projects appear on the final list, including:

  • Widen Houston (81st) Street from Garnett Road to Aspen (145th) Avenue
  • Widen 23rd Street (County Line) between Omaha (51st) to Albany (61st) Streets
  • Improve intersections on 9th Street (Lynn Lane) near Highway 51
  • Improve drainage in neighborhoods
  • Construct Fire Station No. 7
  • Construct meeting center for veterans
  • Construct Senior Citizen Center annex facility
  • Various Parks improvements throughout the City

Approval of the Broken Arrow GO Bond means that citizens will benefit from these new projects such as streets, public safety, and parks - with no tax increase.

Broken Arrow is fortunate to remain on a growth trajectory in both population and businesses. As the City continues to grow in families and employers, it is critical to aggressively pursue long-term projects to ensure the City’s infrastructure is able to meet the needs of both.

Residents Attend Bond Meetings

Over 300 residents attended public meetings held at South BA Baptist Church, Battle Creek and Forest Ridge Golf Clubs in late February - to shape the 2018 General Obligation Bond renewal package. The new bonds, should they be approved by voters, will not raise taxes. With your feedback, we will put together a final list for Council to review.
